Scope along the project meant a evolution from gained experience for both Procinsa and Local Authorities, reaching a peak in highest performance along different stages: feasibility analysis, permitting & design, construction, management, commissioning and start-up.
As remarkable action when comparing with some other wind farm developments from our company, grid infrastructure linked to the project was not only designed for power transmission of this WPP itself, but also to up-grade the capabilities of infrastructure for power transmission. Several new wind farms have been recently implemented along the whole area, so that new load requirements have appeared.
Coming into details for construction management scope, Safety Management was also included as service, assuming maximum responsibility in this matter, with zero accidents policy and final success.
Once start-up is committed, support to the client during warranty period is performed.

The owner relied on PROCINSA from the beginning of the project, starting with the search and selection of the site and continuing with the operation and maintenance phase.

In this project we were Technical Supervisor during execution of construction works and facilities commissioning, acting as technical representative of the owner.
The main responsibility as Technical supervisor was to ensure that construction works met all contract and legal requirements. The supervision scope included civil works (roads, foundations and structures), solar tracker, power collection system, control system and grid connection.
Once the power plant was started up, the project continued with plant operation and maintenance.
This is the largest solar farm in Spain, being also the largest in Europe when it was built. After its construction 46 MW were added.

Cobija PV Plant is the world’s largest PV-diesel hybrid power plant with battery storage system is currently being built in the Bolivian province of Pando. This plant with battery storage system and an output of approximately 5 MW is designed to generate enough clean solar power to cover about half of the energy demand in the provincial capital of Cobija and neighboring towns in northern Bolivia. The residents and companies of this area consume about 37 GWh of energy per year—and at a rate that is only increasing. Since the region is not connected to the public utility grid, power for the local grid has been produced exclusively with diesel generators.
ISASTUR GROUP has made, design, engineer, procure all equipment; erect, install, start up and test the project; and perform related activities for the successful completion of the work and the delivery of the project in compliance with the EPC contract.

The industry location would be in the annexed plot of La Pereda thermal power station in order to take maximum advantage of existent synergies between both installations. Also, was analysed the possible location in Reicastro industrial site, where is planned the construction of a 15 MW electrical power plant powered by biomass.
The main technical parameters analysed are, from technical viewpoint, the available surface and the availability of connexion point. From economic viewpoint, are the pellet market value and the availability and price of raw material used.

This technical assistance include basic and detailed engineering review chores, previous to construction, contributing with improvements and considering these changes. When the works started, our task was work execution oversight, in representation of the owner, for ensure the agreements. To complement this work, we deal with quality control, environmental management, health & safety supervision.
Our roles cover all technical fields involved in a plant of these features: civil work, structures, pipes, low and medium voltage, instrumentation and control, installation of equipments and start up.
