In this project we were Technical Supervisor during execution of construction works and facilities commissioning, acting as technical representative of the owner.
The main responsibility as Technical supervisor was to ensure that construction works met all contract and legal requirements. The supervision scope included civil works (roads, foundations and structures), solar tracker, power collection system, control system and grid connection.
Once the power plant was started up, the project continued with plant operation and maintenance.
This is the largest solar farm in Spain, being also the largest in Europe when it was built. After its construction 46 MW were added.

Cobija PV Plant is the world’s largest PV-diesel hybrid power plant with battery storage system is currently being built in the Bolivian province of Pando. This plant with battery storage system and an output of approximately 5 MW is designed to generate enough clean solar power to cover about half of the energy demand in the provincial capital of Cobija and neighboring towns in northern Bolivia. The residents and companies of this area consume about 37 GWh of energy per year—and at a rate that is only increasing. Since the region is not connected to the public utility grid, power for the local grid has been produced exclusively with diesel generators.
ISASTUR GROUP has made, design, engineer, procure all equipment; erect, install, start up and test the project; and perform related activities for the successful completion of the work and the delivery of the project in compliance with the EPC contract.
PROCINSA took part in detailed engineering service in order to define the design and construction of the PV plant and its integration into the isolated system of Cobija and specialized assistance during construction.

Our services are contracted to provide 3rd party expertise assessment, in order to evaluate real performance vs expected. Responsibilities range field-measuring of solar radiation and comparison with produced energy, checking-up equipment and facilities sizing, auditing for construction and assembling, as well as expertise conclusions according to our previous experiences.
Status Survey Report describes the study and provides legal certification to conclusions, and will be used as testimony during trial.
