20.3. Carrying out of live work on low voltage using the “in Contact” method

The aim of this Procedure is to establish the guidelines to be followed in all work carried out in the presence of live parts on the low voltage (LV) network by what is generally known as the “in Contact” method, compliance with which is mandatory for all ISASTUR Group staff involved in Voltage Work (VW) in Low Voltage installations.

Low Voltage Live Work (LVLW)

LVLW is the name given to all those jobs carried out on an in-service LV installation (LVI) and which are carried out:

  • By trained, authorised personnel.
  • With suitable material and tools.
  • Following a procedure that has been approved by the Firm.

“In Contact” method

A system of working based on acting directly on live installations using insulating gloves.

Basic operation

A set of actions to carry out as part of a broader process. Each one of these forms part of an independent unit, but does not have meaning on its own.

Specific Work Procedure

A sequence of basic operations that indicate the way to carry out a particular job from beginning to end. These are studied, tried and tested to guarantee their effectiveness and to ensure that safety is incorporated into them.

Work Area

A physical region whose volume is defined, demarcated and signposted in which work is to be carried out.

Qualified personnel

Any person who has received training and has passed the knowledge and aptitude test corresponding to the specific methods that are to be used. This person must also pass a medical and psycho-technical examination  that guarantees his capacity to perform LVW.

Valid qualification

A qualification is to be considered valid when the person has received a LVW course or retraining course in the last three years and has carried out some work of this kind in the last year. Any person not in possession of the valid qualification is not authorised to carry out LVW.

Foreman

A person belonging to any category, previously qualified for LVLW, who, being present on the job, directs it and/or does so by designation or delegation of his superiors and is responsible for said job and the safety measures incorporated into the Work Area.

Atmospheric conditions

Outdoor and indoor overhead installations

In the case of atmospheric precipitations, fog or wind, work that is carried out outside may commence or be interrupted at the discretion of the Foreman.

In the case of a storm, work is not to start either outdoors or indoors, and if it has commenced, it is to be interrupted.

Underground installations

In the case of atmospheric precipitations, work must not start, and if it has commenced, it is to be interrupted, except when the Work Area is well sheltered and has sufficient lighting. In the case of a storm, work must not start and, if it has commenced, it is to be interrupted.

Qualified permit

An accredited document issued by the Firm which, if valid, authorises the title holder to carry out LVW using the “in Contact” method.

Work Order

Authorisation to carry out LVW in a particular LV installation and under the conditions established in the feasibility study previously carried out and by means of a pre-established procedure.

Prior study

Assessment of the opportunity of scheduling a task to be carried out on live parts. Said study is to be carried out by the competent technician taking into consideration the installation affected by the work.

Specific Work Procedure Sheet

A document that contains a list of the protections and materials needed to carry out a particular job as well as the sequence of operations to carry out. It is advisable to have a copy of the Procedure that is being employed in the work area.
