The aim of this Procedure is to describe the steps to follow in order to signpost work areas inside in-service substations and to establish working conditions inside these so as to control the electrical hazard resulting from the environment, compliance with which is mandatory for all ISASTUR Group personnel qualified to carry out work with an electrical risk in accordance with Spanish Royal Decree 614/2001.
Work Conditions
All work areas in an in-service HV Substation must be clearly signposted around the entire perimeter, with one or more clearly identifiable points of access (access must remain closed at all times, except when entering or leaving the precinct).
The ISASTUR Group shall always cordon off a work area, unless the cordoning off carried out by the client is equal or superior to what we could have done. Nonetheless, we shall always place a cone inside the work area and at least another two in the access to the work area. These two cones are to be joined by a chain from which a box containing the corresponding work permit is to be hung.
The Foreman in keeping with Spanish Royal Decree 614/2001 (a Qualified Worker belonging to the ISASTUR Group or to the Client in exceptional cases) is to supervise the demarcating/signposting of work areas.
In any work carried out in an in-service HV Substation, at least one Authorised Worker in keeping with Spanish Royal Decree 614/2001 designated as a Preventive Resource figure is to be present AT ALL TIMES.
In addition to the corresponding pre-task talk, a work permit (green card) signed by the Foreman will be necessary to work in in-service HV Substations.

Access path to the work area
If the approach to the work area has to be done in the vicinity of live parts, the path is to be marked out using fences, chains, tape or the like and is to respect legally stipulated safety distance from these parts.
